The Unborn Child Pain Awareness Act of 2006    

The US House of Representatives is expected on Wednesday, December 6, 2006, on the Unborn Child Pain Awareness Act of 2006 (H.R. 6099)  [To view the Full Text of the legislation visit: Full Text of Legislation  ]. 

The measure would define a 20-week old unborn child as a “pain-capable unborn child.”  Also, the bill would require that a brochure be developed by the Health and Human Service Department stating “that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain.”  It would require that mothers be informed by abortion providers “that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain.”  By signing a form, the mother would accept or reject the anesthesia.  And an exception for certified medical emergencies is allowed by the measure.
