Senate Expected to Vote Abortion Bill Tuesday

On Tuesday, September 22, 2015, the Senate is expected to vote on a bill to ban abortions after 20 weeks of pregnancy.  On the scientific fact that unborn babies at this age have the capacity to feel pain, the Pain Capable Unborn Child Protection Act (H.R. 36) would ban abortions.

From there a path has been sketched by lawmakers and aids.  For example, knowing that it will fail, the Senate would take up a government spending bill that cuts Planned Parenthood. And if the House of Representatives appears to be struggling to pass its own funding bill denying money for the group they would be most likely to schedule that vote.  The Senate would proceed to a spending bill that includes funding for Planned Parenthood assuming that maneuver is blocked, at the eleventh hour.  A "clean" spending bill would draw Democratic support and clear the Senate's 60-vote threshold, believe lawmakers and aides.

However, under no illusion that the spending bill that defunds Planned Parenthood could pass is the Senate's No. 2 Republican Senate Majority Whip John Cornyn of Texas.  However, how hard conservatives are pushing a strategy that could provoke a government shutdown is reflected in that Republicans are even entertaining a proposal.

Senator John Cornyn said, "I think there will be a vote on that. I just don't think Democrats will let that pass.  We will vote on defunding (Planned Parenthood) on the (continuing resolution) in some form or another.(1)
