Capital Hill Watch Alert

Medicare Prescription Drug and Modernization Act of 2003  (H.R. 2473 )

The House of Representatives is expected to vote as early as Wednesday, June 25, 2003, on the Medicare Prescription Drug and Medicare Modernization Act of 2003  (H.R. 2473 ). To view:  Full Text of Legislation)

The measure is an enactment of a huge new entitlement program that is aimed at middle-income Americans.  Unfortunately, H.R. 2473 avoids prudent reform and sensible budget control.  Instead it imposes staggering financial burdens on current and future generations.  It also reduces choice and innovation.  For example, seniors will require $1.6 trillion worth of prescription drugs over the next decade, and according to the plan over that period, no more than $400 billion will be provide.  It is easy to see that this measure is just the beginning of another out-of control entitlement program at the expense of the hard working over taxed American worker.

The expected monthly cost for such a prescription drug policy to a retiree would be about $35.  Key aspects of the measure are:

  1. A $250 deductible must be spent by an individual prior to the start of benefits.
  2. From $251 to $2,000 Medicare will pay 80 percent of the drug cost.
  3. After spending exceeds $3,500 out-of-pocket expenses, catastrophic protection will cover 100 percent of the costs.
