Summary:
As early as Tuesday,
July 17, 2001, the House of Representatives is scheduled to consider
the Iran and Libya Sanction Extension Act of 2001. The bill will require
a two-thirds majority vote to pass the House. The measure extends
the original act for another five years, ensuring sanctions until
2006. In the Libyan and Iranian energy sector, the bill lowers the
threshold from $40 million to $20 million for foreign investment.
It also mandates that any new investment or change in an already existing
investment, be subject to the same sanctions already established in
existing (pre-ILSA, pre-1996) agreements or contracts for the development
of petroleum resources in these nations.
