Political Speech Protection Act (H.R. 2357)
The House of Representatives
is expected to vote Tuesday, October 1, 2002, on the
Houses of Worship Political
Speech Protection Act (H.R. 2357) (Full
text of legislation).
To permit a church
to participate or intervene in a political campaign and maintain its
tax-exempt status as long as such participation is not a substantial
part of its activities, the measure amends the Internal Revenue Code. By giving America’s religious leaders the ability
to speak out on the moral and political issues of the day without fear
of losing their tax-exempt status, H.R. 2357 returns freedom of speech
to these individuals. Formation
of a political action committee will still be required by federal laws
to make donations to federal candidates.
